The strength of phytoestrogens is about 2000x less than bioavailable estrogen. The effect is far too weak to do anything unless it's the only thing you're eating and drinking.

It's not at all involved with the development of breast tissue. That is all on estrogen. What progesterone can do is "pseudo gyno", that is to say, progesterone is involved in how your body stores fat. If you are low testosterone and high progesterone you will carry more fat on your chest and butt, you will get female fat disposition. This is just fat though, and is reversible, it will go back when testosterone/progesterone is normalized. Estrogen, to the contrary, will cause actual breast tisdue to grow, real gyno, breast gland tissue that is teversible and cant be removed without surgery.

Furthermore progesterone is gabaergic, neuro-protective, and anti-cancer. Estrogen is the complete opposite in all of those regards.
