Doubt, there isn't enough robotic manufacture capability to supply the war effort. Lockdowns wouldn't be effective, I can see shutdown of international travel to catch draft dodgers but another pandemic scare would not work. So a real biological agent would have to be released which would negatively effect the war effort. Even then the social strife is too high wither its far leftists burning blue cities in America or anti migration in Europe. A draft might turn civil strife into civil war
