They're drilling as fast as they can, but it's not as simple as, "We're going to drill!"
Knocking the dust off an old wellhead is an issue because you have to assess if it's still viable and do an EROEI study. Is the juice worth the squeeze to invest billions?
Is it needing redrill?
Has liquid crude flowed or will you have to frack it?
If you can get liquid, how long will that last before you have to begin fracking?
Do they have the infrastructure to frack it in the first place or will that have to be built?
If it needs to be built, will fracking be economically viable when your refinery comes online?
If you're getting liquid, do you have nearby infrastructure to get it to the refinery?
Is what you're getting sweet or high sulphur? (Russia has both and both have their own refining requirements)
And that's just a short list of shit they have to think about BEFORE a drop of oil comes out of the ground.
