Every time the west starts slipping they do an aggressive reassessment and overhaul until they are dominating like 10:1 again, like the Top Gun program which was created because American pilots in Vietnam were ONLY killing like twice or thrice as many enemy planes as they were losing themselves, which isn't good enough by western standards. No. It's harder. The Segmentata is just bands of iron while the chainmail is an intricate system. It's like the Macedonian phalanx problem. It's better if you have the cavalry and units, but fielding the army is hard. The Roman units and gear wasn't better. A Gallic warrior was 1v1 better equipped if properly kitted, but the issue was the kit was too expensive and hard to make so most were just shirtless.
