You are correct.
Compare the trajectory of things before and after such "happenings", and you will find that it is the same. And, more often than not, the happening was in fact an operation to remove some perceived threat to the unfolding plan, and to make sure that things continue going the way they had been going up to that point.
This reminds me of that video where a guy is saying something like "guys if nothing really happened ever, none of us would exist because people making babies means by definition something is happening" etc
