It certainly can, because the consolidated process of working out theories and executing them could lead to genuine progress for all peoples. The primary issue isn't the politics themselves, it is the historical and practical limitations of their application.

For example, the U.S can't make any political progress on Israel because

1.) Jews are deeply rooted in the U.S political and economic system- and take up key positions, this is due to the cascading implications of U.S leaders making the incorrect geopolitical decisions during WW2

2.) All Americans born before a certain time period have been programmed through a combination of education, propaganda, entertainment and religion to view Israel and Jews a specific way.

Right: We have to support the Jews because the bible and our preachers teach us they are gods chosen people- and when we turn our backs on them, it will bring about the apocalypse.

Left: We have to support Israel, because our absolute, guttural nemesis, the Nazi's, conducted a genocide and they are a victimized people who face violent threats and were nearly wiped off the face of the earth in a genocide

You have to go through a process of pattern recognition and self study to realize that the following statements are at best partially true or complete and utter horseshit. Because they have tied these beliefs to identity, emotions and what makes you a moral and ethical person in civilized society.

3.) Both Jews and innocents caught up in the above dichotomies work for the "greater good" of Zionism by advocating agendas and leveraging authority, status, wealth, assets, etc, to make sure that this or some version of this paradigm continues to operate in some way or another. They don't care what they have to do or what they have to sacrifice for themselves or others to achieve this goal, it is carried out by any means necessary at many levels.
