If a nuke got intercepted by the "iron dome" high enough over israel, it'd have an EMP effect. How come Iran doesn't do this on purpose?

It's tough to follow along, because it's obviously just theater, but I don't think EMPs are in the script because it would make war too impractical to be waged, and the script calls for war. That's my guess.
