If we define "feminine" as that what attracts men to women (and this is a valid metric only because women's values are defined by this ability, whereas powerful men are defined by their power, not merely their sexual power, because men do for things besides sex), then being slutty isn't it. Boys think it's it. Maybe our fantasies think it's it, and that's totally fine to have and even act out, to be honest. But the point is, it has to be looked down on. Men look forward and see the life they want with one particular woman, including having a family with her. This man wants to grow old with a legacy, and it wants his work to actually count for something, preferably people he knows and even his bloodline.
Even if men are attracted to slutty behavior, we have to reason that if we lived in a society where every woman did that, we wouldn't be happy. Thus, it is rightfully shamed. Shame doesn't take freedoms away either. In a high trust society, it might be the majority of what you need. In a low trust society, you need authoritarianism. So, the political meta has been to turn high-trust societies into low-trust societies so that they could install authoritarianism and then bleed the people dry.
