The Federal Reserve is not permitted by law to purchase bonds on the primary market -- which is what the "borrowing" process is. Bonds, notes, bills. Now, of course, it's not actually a borrowing operation at all -- it's a monetary operation to drain bank reserves to hit the overnight interest rate target (because if reserves pile up in the system, it drives the interest down). And again, there's no real need for that because the Fed is a monopoly so it can always just set the interest rates wherever it wants.
