This is a good question. It seems people are pre-occupied w/ proportionality as either a punishment, a means to stop a crime, and even in war. But to stop immoral behavior, I think people should do whatever is necessary to ensure the behavior stops. Look at all these riots happening in the US as an example. Police and soldiers only use non-lethal force and the rioting just continues. Once riots happen, police should use lethal force to ensure the riots stops. The riots would quickly turn into peaceful protests real fast.
