Western sanctions and yeah, a changing attitude towards adopting missiles and now drones to compensate for the lack of a strong air force, though Iranian military pilots are considered pretty good and they handed the Iraqis their ass in the Iran-Iraq War.

Ukraine just did the same in Russia. With all respect its not hard to smuggle a couple of drones into a big country or buy and modify some.
