Yeah, the country has a very low quality capitalist class and there is no ammount of hard work from the regular people that will fix it.
The only way to fix many of the problems of the country is to completely collapse the current political system and start from scratch with a new constitution that fits the needs of the current world, but it is pretty unlikely it will ever happen, specially when the most powerful voting block is old people who don't want to rock the boat and will gladly keep making things worse for the young to secure their retirement.
