Unlike the US/Israel, Iran barely has any satellites and doesn't have the keys to vendor-installed back doors into common electronics. So obviously they don't have the same ISR capabilities.

Iran's ballistic missiles are only good as a counter-value deterrent. They couldn't disable Israel's air force except temporarily even if they tried. Even if Iran spent its entire military budget on air force R&D and procurement, they could never match Israel + allies air force. Israel is allowed to buy planes from the US, in fact they get a multi billion gift card each with which to buy US stuff. Israel is also allowed to shop around and tap the global supply chain for parts with which to build its domestic weapons, Iran is not. Finally, Israel has the US & co air force on stand by to provide aid if necessary, in fact they are doing so right now by helping intercept munitions fired from Iran. So for Iran there's no point in trying to go the air force route. They have to respond asymmetrically.

A counter-value deterrent based on long-range missiles is a perfectly viable military strategy, if you have a clear pathway to equip the missiles with nuclear warheads. That gives you a worthy response at the higher rungs on the escalation ladder.

They are infantry militias and so would get massacred by Israeli tanks and helicopters if they tried a ground offensive (except for perhaps some brief tactical success if the Israelis are sleeping on the job like on Oct 7, 2023). And as we've seen, nowadays not even these rockets are particularly effective anymore due to Iron Dome.
