There should be free base government housing, and the ability to upgrade if you want to pay some. In communism this isn't the case, everyone is forced to be equal. The system we're describing would be a blend of capitalism and socialism.

There's also what the National Socialists did, guve free housing to families with any children or people working in essential industries, so the greatest contributors reap the greatest benefits.

I have lived in some of these mega buildings in Asian communist countries and they are not near as communal as people think, everyone just goes home to their pod. Any gathering is done outside of the commie blocks if you don’t live in the same pod as them. Would meet a ton of great people in town but I think maybe 2 people in my building ever had a conversation with me. Think part of that may be due to communism bringing out the baser instincts in people and they all had a much worse “every man for himself” mindset than I experienced in the west. Can’t speak for Eastern Europe commie blocks though.
