Dog ownership should be restricted to families where
1. An adult in the house stays at home. If a husband and wife both work, they shouldn't be allowed to own a dog.
2. The dog must have access to the outside so a minimum amount of living space is needed such as 1 acre of land. Anything less than this is criminal and abuse, especially urban dog owners who do not have yards and are stuffed in small apartments to suffer.
A dog meeting good conditions will have a very happy life. A dog lacking them only has a happy life at moments as an act for the owner.
There should be 10 to 15 year jail sentences for people providing a poor quality of life for animals which failing either the above certainly constitutes and warrants. Dogs are entitled to rights and any offenses committed against them such as cruelty, torture, malnourishment or bestiality should be punishable by death. It's non negotiable meaning even argumentative challenges without even ownership should be criminalized too. Furthermore, there should be laws outlawing the breeding of species which are predisposed to health issues like pugs or profound behavioral problems like most bully breeds. Dogs, like people, can have great lives if the proper conditions are met.
