A. They aren't on the correct flight path to reach Finland--they are on a flightpath heading towards the middle east.
B. Finland only has 40 jets participating in the wargame. I can't find how many the UK is sending but it's probably not 25 stratotankers worth.
C. In the 2018 exercise, the US sent 8, and that was considered one of the largest exercises in Europe.

It's not that the transponders are off, it's that there's nobody there to listen to them and report them to the ADS-B website
