They're the ones who are able to issue currency.
Governments take out loans with interest from said central banks, which means they now owe more money than there exists, which means they now have to borrow more money, again at interest, to pay off the initial loan and interest, creating a death spiral.
Even if the spending is perfectly "balanced", the death spiral is inevitable, but everything is exacerbated by grandiose gibs/pension Ponzi schemes and corruption schemes favoring the most vocal lobby groups and/or the MIC.

Social programs were expanded too quickly under Obama, the plan the DNC had was to increase taxes for corporations, upper middle class, and upper class.
