DETAILS: On April 30, 2025, Manteca Police Officers were dispatched to the In-N-Out Burger on Yosemite Avenue, in response to a disturbance.
According to the call, a white van intentionally collided with another vehicle in the drive-thru and was attempting to push it out of the line using force. This vehicle was being driven by 69-year-old Charles McGonegal II. Upon arrival the first officer was immediately rammed by McGonegal in the white van. Mongol used the vehicle as a weapon and then struck the patrol car twice. An Officer discharged his service weapon at McGonegal, while he was in his vehicle, striking the vehicle several times. The officer requested immediate assistance over the radio.
While awaiting backup, the officer made verbal contact with Mongol in an effort to deescalate the situation and offered him medical aid, as it was not clear at the time if McGonegal had been struck by gunfire or not. This dialogue continued for about 8 minutes. Also during this time, the surrounding businesses were evacuated. A short time later, a detective engaged Mongol and continued de-escalation efforts, for approximately 15 minutes. Despite these attempts, McGonegal once again used his vehicle as a weapon, accelerating forward and ramming the second patrol car twice. In response to the continued threat, four officers discharged their service weapons at McGonegal, while he was inside of his vehicle, striking Mongol. Once he was no longer a threat, medical aid was rendered. McGonegal was transported to a nearby Trauma Center where he was pronounced deceased.
