Meh, it'll be harder to draft in this era, but they'll do it if they feel like it. The biggest piece of the puzzle is that engaging in war is now merely a way to control the population of non-elites. or to clear real estate and the native population for rebuilding and resettlement, like Ukraine and Gaza.
