60% is weapons usable.
90% is weapons grade.

At 60% you need a larger fissile pit, and active cooling if you want to store the object.
At 90% you do not require such a large pit and do not need active cooling.
It results in less resource use to go to 90% when dealing with the rocket equations.
When using non-liquid secondary stages in thermonuclear devices, with levitated pits, air lenses, and other weight saving features, the same rocket can go further using the same yeild.

Fogbank is probably aerogel, regardless of what they say claiming it's not ("oh we just need this 99 percent air baffel that is unburnable, for no reason"): it's part of the Xray lensing structures.

But if you're content with building something massive and heavy you don't need that.
