Congress is the body to declare war. The president can advocate for one but ultimately Congress will be the one voting for war.

This will be a death knell for trump if he does, so he won't. Israel are failing in their mission to dismantle the Iranian nuclear program and they're desperate as fuck for American assistance. This won't end well for Israel. If Iran weren't planning nukes before, they absolutely are now.
