These things have some kind of crazy shaped charge in their forward section that detonates and sends a molten cutting blast into the rock which allows the bulk of the remaining ordnance to go into the rock and shatter it all and anything underneath of it. I would assume so. Putting a uranium enrichment facility anywhere near a populated city would be fucking retarded. But then again, Iran's Islamic Republic aren't exactly bright.
