Only thing they'll deter there is resurrection of sunken soviet ships. A critical strategic plan wouldn't have place for such oversights. It's clearly fake, outdated or meant for something else.

Also since it's not an effective decapitation strike or attempt to disable enemy nukes it would follow biggest population centers for maximum revenge. And maybe some places that have been especially hostile in past or supported adversaries. Additionally high altitude EMP explosions could cripple even larger regions.

Like what's the point in striking Brussels? I bet there's more Jewish bankers and EU institution clerks there than there's any military command and control besides pretty media office. OTOH I believe the deterrence attacks would be reserved in case international society gets pissy about hits in middle east. But in that case it's not really a true samsonian option.
