That’s not how it works at all. Murder is a state charge. The State of Texas is bring the case in a Texas court. If they didn’t change venue (highly unlikely) it would just be to the next county over. Impossible to change venue to Louisiana, since this isn’t a Louisiana case. And it would be ridiculous for the defendant to be granted permission to move and then use that permission against the court.
