This verse, like Genesis 49:9 referring to Judah and Numbers 24:9 paraphrasing Genesis 12, is pretty obviously referring to a people group, not a "nation" like we would describe today.
You can't really attribute modern day Israel to the identity of "Jew" as a people group anyway since it's completely contradictory to any Biblical definition anyway. For example, according to right of return, if a "Jew" converts to another religion, they are no longer eligible. But if they are atheists they are still eligible. So is "Jew" a religion or an ethnicity or a race or what? Israel doesn't even know. So if they don't represent a clearly defined people group, why associate them with these verses?
