Korea was a "police action" to protect SK sovereignty authorized by the UN security council, not a declared war. Truman said he didn't need congressional approval for this because it was authorized by the senate having agreed to prior UN treaties, and likened this more to things like fighting piracy and helping another country suppress rebellion, which the US president had a long history of doing without grants of congress. The only thing congress did was extend the draft (which had not been ended after ww2, but was set to expire) and appropriating money to pay for the war. But there was no declaration of war against NK, or even an authorization of the use of force.
