After resigning in protest of the inspection process because Iraq denied him access to certain sites (perhaps because their were underage girls there?), he testified before the Senate in 1998 to the effect that Iraq "had not been disarmed."
Senator Biden, teasing out the implications, remarkably pushed back against military intervention, and the notion that Ritter being denied access to certain sites meant that the UN/US should immediately use, or threaten to use, force to "compel access."

Later that year, the US launched Operation Desert Fox.
Ritter then did a complete 180 and claimed Iraq HAD been disarmed.
Somehow Ritter rewrote the record to the point that his 1998 congressional testimony, partially responsible for the December strike on Iraq, is effectively memory-holed or misremembered as him warning AGAINST internvention.

I really dont know what to make of ritter. He seems like a genuine guy, but i still remember him being a trump worshipper early on.
As for iraq, i think recently he reiterated he always said iraq had no wmds. What do YOU make of Ritter, OP? I only really know him from the Judge Napolitano show.

Incredibly, people have actually taken excerpts of the full exchange from 1998 between the two, where Biden comes across as arrogant and dismissive towards Ritter and his concerns, and presented it as if Biden's arrogance and dismissive attitude is towards Ritter's concerns about a rush to intervene in Iraq, when it's the opposite, with Biden expressing arguing that Ritter being denied access shouldn't prompt immediate intervention.
Also people try to pass off the exchange as taking place in 2002, after 9/11 but before Iraq 2.0, when it actually took place in 1998.
Glenn Greenwald fell for the deception and retweeted it.

My take on him is that he's just a naked self-promoter.
He made a name for himself initially by attacking the inspection process as a farce and claiming Iraq was non-compliant.

Maybe he genuinely had issues with the inspection process but felt they didn't warrant intervention. Maybe he never though his pursuit of fame result in another round of bombing (or worse), and started to feel guilty after Desert Fox.
Maybe he just saw more to be gained by taking the contrarian side as enthusiasm for attacking Iraq grew.

He got off initially with a dismissal if he agreed to go to rehab (NY), but the second time (PA) he was convicted.
He's (just checked now) not in the NY sex offender registry. (He lived in Albany as recently as last year.)
