After resigning in protest of the inspection process because Iraq denied him access to certain sites (perhaps because their were underage girls there?), he testified before the Senate in 1998 to the effect that Iraq "had not been disarmed."
Senator Biden, teasing out the implications, remarkably pushed back against military intervention, and the notion that Ritter being denied access to certain sites meant that the UN/US should immediately use, or threaten to use, force to "compel access."

Later that year, the US launched Operation Desert Fox.
Ritter then did a complete 180 and claimed Iraq HAD been disarmed.
Somehow Ritter rewrote the record to the point that his 1998 congressional testimony, partially responsible for the December strike on Iraq, is effectively memory-holed or misremembered as him warning AGAINST internvention.
