Intelligence (NATO/Western) can decrypt Whatsapp/Viber/Faceberg/Signal/etc messages in real time without a court order. They have the cryptographic keys to do so.
For others like Telegram they used to need a court order (easily granted) and then Telegram would decrypt the messages and hand them over to intelligence.
