#1 you would need to pull it straight out of the blue without warning so no one sees it coming. The effect of the flag needs to hit before anyone has a chance to think about it.

#2 just completely made up event that never actually occured. If you dont need an actual ship no one can accuse you ahead of time. Just make shit up feed fake video and data to the internet and alter the records to support your false events.
