Any male citizen who owned land could participate in government and speak in front of the assembly and advocate policy. In fact, you were more or less required to do so. Every citizen was considered equal and everyone participated in it.
Our "democracies" are based more on the Roman model BUT excluding the most important pieces of Roman democracy to safeguard the interests in the state such as how consuls were elected, the times they were elected for, tribune of the plebs to safeguard plebeian interests, etc. And without those safeguards the real model modern "democracies" use is the Carthaginian oligarchy - a group of people brought and paid for by powerful groups that dictate government policy.
