The verse means Jesus is the salvation that arose from Judea. Judea is translated to "the jews" in the Bible. The word "jews" did not exist at the time.
There were Judeans, people who lived in Judea, but being a "jew" as we know it today means someone of jewish ethnicity (which is different from the ethnicity of Jesus and the apostles) as well as practicing Rabbinical Judaism, which is a religion the Pharisees pioneered that Jesus condemned.
