It's not really 99% vs 1%. It's more like strata of society that are tasked with suppressing the strata beneath them. It's like the warlord who compensates his generals extremely well, and those generals then compensate their soldiers well. And those soldiers then keep the plebs in line. There's also intra-strata policing where peers will rat out the disloyal because it makes them a good goy in the eyes of the warlord.

Furthermore, the plebs also self-police because they fear the soldiers and don't want to lose the crumbs that have trickled down to them.
