Trump can't make a decision, he has to wait for someone else to make it for him, because there is no way to square the circle with the republican base. Refusing to fight for Israel will alienate the evangelical christian that believe that Israel is sacred ground that must be defended so that Jesus can come back and kill everyone. Fighting for Israel will alienate the mixtures of isolationists, racists, and online neonazis that see the war as somewhere between "not our problem" and "Ha ha, yeah get em".

The GOP cannot survive an election if it loses the backing of either of these groups. So Trump is in the middle of a tug of war, and his only response is to wait and run out the clock and hope that someone else makes a decision for him that means he can offload the blame to someone else for the outcome.
