There are multiple factors affecting PISA scores, and cognitive abilities are not even top 5. Quickly what I can think of:

1. Motivation/effort. Balkan nikkers do not care about education at all.
2. Quality of education system. No need to expand on this.
3. Resource distribution in education. In Finland I assume resources are distributed fairly across schools. In the Balkans you have 2-3 good private schools, the rest have classes of 60 students with no heating.
4. Socio-economic status. Larger share of poor students will definitely perform worse, not up for debate.
5. Parental involvement.
6. Overall culture value of education. High in Finland, no1 gives a shit in the Balkans.
7. Cognitive abilities.

South slavs and Romanians are more "European" genetically than even North Italians, yet they score way lower.
PISA is not an iq test. I'd probably fail the math part in my teens as I barely attended classes. Yet, I graduated with a first in CS(UK), easily. Did my IQ increase? No, I made an effort.

I'm fairly confident no1 can disprove the above. Now, iq is lower in the Balkans, but let's first administer proper IQ tests.

TLDR: PISA tests are not iq tests. Yes, cognitive abilities matter for PISA, but not even in top 5 in term of importance.

PISA is definitely a good representation of general intelligence as its designed to test cognitional skills more than learned skills.
But still, you are right it doesnt represent 'potential for intelligence' well because with better/worse education etc the factors you mentioned it would affect your score, yes.
A generic pattern recognition IQ test meanwhile would be a more generic test of, well, pattern recognition, which is worse test for general intelligence but maybe better test for potential, because your schooling doesnt really affect it at all. It is possible to train for pattern recognition too though.

My point is that while a PISA is a good test for general intelligence level of the children, it is also the ONLY test for which actual, representative data exists. There simply doesnt exist other comparable data because no other large-scale testing comparable by country is being done.

This is something that should be intuitively obvious to everyone and its hard for me to even imagine how someone doesnt immediately get it.
