By this i mean, the base of the crane isnt atop some old building, they are on the ground, and they are not just parked there, they are doing construction. The construction is inside a city, so there will be other buildings next to it.
In my city for instance they are tearing down many old sections that had mostly houses or 3 floor buildings, they will build towers and a light rail. It will take years, they will tear down the street, dig it it, place pipes underground, fill up with cement and pylons just to make a base for the train.
