Cranes are not on finished buildings, they are on construction sites which are next to other finished buildings. By this i mean, the base of the crane isnt atop some old building, they are on the ground, and they are not just parked there, they are doing construction. In my city for instance they are tearing down many old sections that had mostly houses or 3 floor buildings, they will build towers and a light rail. It will take years, they will tear down the street, dig it it, place pipes underground, fill up with cement and pylons just to make a base for the train.
