This was a glownigger op. Vance Boelter owned a security service called Praetorian Guard Security Services. The victims were people that employed him. They knew him. He had a fleet of trucks that looked exactly like the police cars. All he had to do was knock on their door and identify himself, they would open the door at any time. His plan was to kill the four he shot, go to one of the No Kings protests with his No Kings signs in tow, shoot protestors, and set off a civil war. By the time he started killing people at the protests, there would have been more than enough time to set this up as a right wing fanatic on a killing spree of peaceful protestors, of which there were hundreds of thousands filling the city streets at that moment. Word was already out about the 4 lawmakers that had been shot, his hit list of dem lawmakers would be all over the news and the cherry on top would be an active shooting at the rallies. He only got caught because a couple of cops had a hunch and went to a lawmakers house close by and caught him in the act. If he had been able to get to the rallie and start shooting people our cities would still be burning right now. This was almost John Wilkes Booth level shit and we're barely hearing a word about it.

When is the last time you've seen a running used car for sale for that amount? According to other reports I have seen, the people that turned him in said that the mud was knee deep in places on their property. His name was already known within hours of the murders.
