He had a fleet of trucks that looked exactly like the police cars. All he had to do was knock on their door and identify himself, they would open the door at any time. By the time he started killing people at the protests, there would have been more than enough time to set this up as a right wing fanatic on a killing spree of peaceful protestors, of which there were hundreds of thousands filling the city streets at that moment. Word was already out about the 4 lawmakers that had been shot, his hit list of dem lawmakers would be all over the news and the cherry on top would be an active shooting at the rallies. He only got caught because a couple of cops had a hunch and went to a lawmakers house close by and caught him in the act.
