Iran has been begging to buy the S400 for years. Russia always refused, even as Iran was helping them in Ukraine.
Russia did sell the S400 to Turkey, a NATO country that has sent military aid to Ukrainians.
On an related note, Turkey aids the Israeli and US air forces against Palestine, Lebanon, and Iran. But that has nothing to do with anything Putin decides.

They helped as much as they could, with missiles and drones which is all they could sell.
Did you know not only did Russia refuse to sell them the S400, they also sabotaged the S300's they did sell them by preventing the systems from targeting planes with Israeli radar cross sections.

China only cares about getting oil from Iran and getting it cheaply. The sooner the war ends the better from China's POV. They'd like to see Iran give in on everything and get back to sending them cheap oil.
