yeah there's some old run down shit houses for cheap, most people are buying them for the land to build something new on
there's also plenty of older homes that are actually well taken care of that don't sell because people want to live in the city
entirely depends and you should do your research and get inspections done
either way building a new home is also way cheaper than it would be in the US with a higher quality standard too
