If the entrance to a tunnel is blocked by bombing, you dig it out again; if a bridge is blown up, you rebuild it; if railroad tracks are destroyed, you bring in rails and sleepers.
Historically, the targets of strategic bombing have all done this, so they did not cause as much damage to infrastructure as it appeared to.
