This land is very rocky due to the various Ice Ages basically grinding everything down, so many places are perfect for geothermal since you only have a thin topsoil and then you hit bedrock already, and this is where you want your borehole at because it is stable for literally thousands of years.
On the other hand in a climate like this, if you have a place with a thick clay soil for example, you don't want to put a geothermal well there. The melting-freezing cycles every year constantly move the earth and thats why e.g. roads needs repairs so often.

Either they built it completely wrong, or they put it in a place where they shouldn't. I suspect the latter.
