They did adhere to IAEA rules, which means they can't just have 20 times the enrichment capacity they supposedly need for their civil program.

It's not like tunneling is that expensive either. They do it for fucking railway tracks, sometimes even roads, and tunnels are a reasonably permanent structures; they last longer than a building, so it's not necessarily a terrible investment.
Say if you compare a tunnel to a bridge. They are both expensive. The tunnel more so, but not exorbitantly so.
