That is not playing unfairly, that is literally the only one good thing about jews, their sense of community. America is a country where people are strangers to each other, there's no sense of community even among people who drive some sort of pride from their heritage. There's pockets of white communities like the Amish and the Mormons, but in general, two white people in NYC, Texas, or Florida are complete strangers to each other.
Meanwhile, a jew will never let a jew live on the streets. If a jew sees "one of them" living on the streets, in squalor, or in abject poverty, they will lend him a hand and hire him even if only to mop the floors.
The idea of hiring people of your community before hiring strangers is not playing unfairly, at all.
