During one of the voting rounds the UN failed to come to an agreement as to if Iraq had complied enough with the UN council (And argument between France and Russia at the time)and that was sufficient reason for the US to invade.

Member State from acting to defend itself against the threat
posed by Iraq or to enforce relevant United Nations resolutions and protect world peace and security.
That said, I fail to see how would this situation escalate to an invasion.
More bombings and a change of regime, sure, but further than that...I doubt it.
