My friend was browsing the 4chan archive, instead of normal 4chan, and he found illegal content. He clicked on it to check if it was in fact illegal, and if so, to report it.

He clicked on all of them, because he didn't want to file a fake report. (He suspected it was just some trolling, he said you couldn't judge from the thumbnail)

But now he's scared he may get in trouble, because he had to click on them to check.

He didn't download anything or save anything at all.

He did in fact file a report for every file.

Could he be in trouble? He's very scared. He's a law-abiding citizen.

Just so you know the governments of the world have taps on all the global fiber lines and everything is recorded. If anyone needs to be inspected they just pull the relevant suspected traffic and arrest the person on unrelated stuff. They can then pull the decryption keys from the users computer as they sit in a jail cell wondering what is going on. A parallel investigation is created to justify the intrusion and the person is fed to the the court system for the fake charges and the now discovered real charges.
