Because in order to gain ground quickly they would need to use armor columns or large groups of people, which would get destroyed by artillery. Fast progress means many losses, they learned this early in the war.
Now they are slowly inching forward while minimizing losses and relying on artillery and glide bombs to do most of the dirty work.
Every single day they are capturing small towns here and there, and Ukraine has no counter strategy against this so far, other than wasting their drones on single soldiers or groups of 3-4 at max.

Do you have numbers to support the claim they are running out of supplies? I don't mean to "source!?!?" you, but in this case it's really hard to estimate any of these sorts of things unless multiple sources on either side of the narrative can agree on a similar estimate. Like casualties for instance, if all pro NATO sources say 1 million dead Russkies, and all pro Russian says 50k, I really can't say what they're casualties are because there is no consensus. One figure that is mostly agreed upon is that Russia is at least making 150,000 artillery shells a month, perhaps more depending on who you trust. This is plenty to continue barraging the front lines, so in this regard they are not running out of artillery shells. Other supplies I'm not aware of.

Russian conscripts are forbidden from being deployed outside of pre-war borders unless they sign a contract. The only combat Russian conscripts saw was in Kursk and Belgorod and even then they were quickly reinforced and replaced by actual response teams. When you're talking about russian mobilization, they called up BARS reservists who were paid to be in a stand-by program so that they can work civilian jobs. You will find absolutely no footage of Russian citizens being forced into combat, because it's just not happening.
