My theory is that nothing would really change even if NATO decided to spend 50% GDP in army, because most of production/supply chains are located outside of Europe and USA, and foreign suppliers might be not very keen to replace crucial components and resources for a printed paper called dollar/euro in circumstances of geopolitical tumults. Once you set arbitrary targets like that, governments will game them by padding their "defense" budgets with non-defense stuff.
The US dgaf about $ targets, instead it has concrete procurement and deployment objectives, e.g., a certain number of carrier strike groups, and it costs what it costs.
