none of those countries were given USA's permission to build nukes. they were just strong enough or irrelevant enough to complete their projects without being bombed.
Iran could have probably managed it too, but Israel can get away with a lot more than the US can.

The real reason Iran can't have nukes is six months after they test one the Sauds, Turkey, Jordan, Egypt, the UAE, etc. will all be testing one too.
