Starting at age 13 half day class half day skills training. Get kids out of their desks and active working in teams. Quit school, instant infantry or prison. Graduation already enlisted and do service 4 years while simultaneously earning a degree or learning skilled trades. Sounds horrible. You should just leave young adults to their phones becoming data points living with their fat parents, let thug life become their persona or leave them to the teacher's union because that has been working great.
