Prison rape, along with every other crime that occur within the DOC, is the consequence of having corruption within the administration.
It doesn't make any sense that the inmates would be "running the prison" to such a degree that lawlessness could arise; if they are incarcerated for criminality on the outside, why permit it on the inside?
It's because the prison system is essentially set up in the same way as the medical industry; rehabilitation is not the intention just as curing illnesses is not a profitable business model.
Prison rape exists to traumatize inmates; to insure that they will never be mentally healthy and well adjusted or able to reintegrate into society. And it's not necessary to rape everyone in prison; having to witness such an atrocity on a daily or near daily basis would likely be very cognitively painful/disturbing.
