The American Empire maintains hegemony through a modern day Continental System, just on a global scale. they didn't. those regions never developed because the lack of skill that those people have. it's much easier to move in to a successful society than to create your own. the consequence of this is that you're only going to get people who are looking to exploit resources without the ability to provide any of their own because they are too stupid or lazy. people should only be allowed to immigrate here if they already have a degree or if they are coming here to actively work towards getting one.
